Is it possible to ban all refugees?

Once we get Gorsuch on the USSC can Trump do an EO to simply stop taking refugees in to this country completely?

I say we take them. Take them and make it illegal for them to live anywhere but Cali, Oregon, and Washington.

He should have already had a new EO written up last night to ban all incoming outsiders.
He just fricked this up. I blame him and Sessions and the rest of the cabinet.

That would be an incredible far-reaching and disruptive order, and it would also get stopped by a court within days because of the massive affect it would have on American citizens and businesses.

I made a comment similar to this yesterday. My thought was, does this even require an EO? State Department is in charge of their own policies and implementation. Why couldn't they just do this in house?
There are choices made daily by State regarding immigration and refugees. Obviously everyone can't come so SOMEONE is being told no.
If State says they can't properly vet anyone from Syria, how could that be challenged? How is the court qualified to decide what entails proper vetting?

Is it within Trumps power to ban ALL immigration?
Just stop everything until we come up with a plan to vet any new applicants.
If that does not work then we should setup a secure place in the middle of nowhere for them. Like in the middle of Arizona or some other place with nothing for miles. We probably have a few abandoned military bases that would work.
