Yep. And massive propaganda machine to cover it up. Great documentary about a cyclist who accidentally comes to befriend the doctor that informed on the Russian doping program and learn about the program.

IOC worried about doping, but not about ruining the economy of a country like Brazil, who employed essentially slave labor. Sweet.

That documentary is pretty crazy. He accidentally stumbles into an international conspiracy. Not only is that interesting, but the Russian guy he interviews is quite the character. Plus there's some pretty obvious signs of at least one guy getting offed for the whole screw up. Russia takes their Olympics seriously.
