They've specifically tried to minimize European immigration to the US since the 1960s, while maximizing all other regions. They don't want anyone you could describe as White coming to America.

There are tons of Russian migrants in the United Stayes. Russia just does not talk about this. Most never return. I know a few.

Sure, I understand. I've often thought we should have more immigration from European countries. But the people in countries west of the Russian border are likely good where they are. But it is possible Russian and maybe Belorussians might want to come over here.

I can not think of a single (current or former) POTUS that seem to love Red Commies like DJT. Same with Moscow Mitch.
Say what you will about Tricky Dick but I loved the way that man put the fear of God in Red Commies around the globe. I sleep better with him a POTUS even tho he was flawed as a person.
