I feel like who you’re describing are what Aristotle considered “natural slaves” which seem to be a perpetual subclass of people that exist in a society that for whatever reason are able bodied but can not seem to figure out how to help themselves and need someone else to help them help themselves.
If this group of people are only beneficial to be pandered to as a voting block and don’t really contribute anything positive to their society, then it can make sense for them not to have a say in elections.
The difficulty lies in determining what criteria is used to identify them, and where to draw the line.

The problem I see is there's way too many dumbasses who don't know they're a dumbass. Don't know if making some policy requiring everyone to take an IQ test and then let the results be public record so we can identity all the dumbasses would help, but it's a start.

Any test can be improved with repetition only because, there are a limited number of permutations of anything.
However, a legitimate iq test should be difficult to study for and initial testing is probably the best indication.
