I'm thinking places like Appalachia and central Russia. Places with all of the same social pathologies of the worst black ghetto or Hispanic barrio that are near 100% white
You don't see them looting at every chance they get.
When there is a natural disaster they pull together. The ghetto sees it as a chance to steal from their neighbor and to plunder and pillage the businesses that serve their neighborhood.

see: North and South Korea or East/West Germany
we've literally seen genetically identical populations split with vastly different cultures offered, and the results speak for themselves

now genetic differences in things like IQ? not a big fan. i think most of that is culturally developed over time

I'm not sure why those areas are failing but there are majority white areas of the world that are basically utopias but I cant think of any majority black places that are.

I guess I must be a paragon of humanity then. Being black and being well above the 90th percentile of income. I have overcome so many handicaps of my poor genetics.
