Rice isn't being accused of doing anything illegal, merely unethical.
The only illegality we know about so far is the leaking of classified material, there is no evidence that Rice did that, and Trump was stupid for tweeting that she may have committed a crime.

For the life of me I can't understand why Republicans are so stupid.
