i wouldn't be able to find any reason to justify the release of 5 high ranking terrorists (comparable to 4 star generals) for the release of a traitor who may have aided the enemy.

I didn't know the exact number, or even an approximate number, but I knew it was in the hundreds.

There have been comments about the recidivism rates for years and you cannot have recidivism rates without having released enough people to make the calculation.

It was my understanding that the ones released were the LEAST likely to engage in further terrorism - they attempted to review each case and determine if they had been dangerous actors or were just swept up in a general raid of the area. They tried to release those who may very well have been innocent of any terrorism.

But overall, they were working from the bottom of the list, not the top. If the recidivism rate for those is around 30%, then the recidivism for these five is going to be 100%.
