Well this is going to be interesting...
With recent revelations on Benghazi and the IRS targetting, I see this as a tool the Administration will use to continue to delay any meaningful investigations under the guise of "we can't move forward without an Attorney General". The debates over the new pick will be heralded as "delays by the GOP" and that will in turned into the excuse of "because the GOP is delaying approving our nominee, these investigations can't move forward", ie: it's the GOP's fault.
Congressional investigations will continue to move forward, but they can only do so much.
