what does "class warfare" have to do with a city being run poorly?
and "race baiting" was posted after the political leanings of the city were posted. i'd imagine his point about race was to further this point (as the black voting bloc is 90%+ democratic and this story follows democratic cities more often than GOP-based cities)

Yes bankruptcy could wipe out their debts, but not the problem. The city isn't paying any of its bills as of right now. The outstanding debt isn't to just bond holders, it is to the electric company, phone company, salt company, health care provider, gas station...
The city just made April's payment to the santitaion company, after threatening to cut off service.
The city's monthly revenue is equal to two payrolls. January has three pay periods, the city doesn't have the money.
