Wouldn't most of these appointments come from the recommendation of the heads of the departments....you know, the ones Congress are dragging their feet to confirm?

The ones that are not needed for basic government.

No one has to prove a negative..i.e. "this is not needed". The burden of proof is on the one who claims a position or department is needed.
Can you make that case for the retention of all the bloated bureaucracies that now make up the federal government, since you claim they are all needed?

because it is explicitly stated in the linked article which started this post. it cites trump's own cabinet picks as persons wanting/needing the positions filled.

So what? "persons wanting/needing the positions to be filled" So what? Is that the criteria for good governance.."Hurry up and fill these positions..I want them filled according to MY schedule"..kinda thing??.
