Agree.. "decent" is a terrible term. Tennessee water laws uses the word "objectionable" at one point.. and it's honestly impossible to use.
But I don't see a reason something shouldn't be added to the bill of rights. Although just the threat of adding an amendment like the one posted in the OP was enough for Nixon and crew to create the EPA
Something like:
"The natural resources of the nation are the heritage of present and future generations. The right of each person to clean and healthful air and water shall not be infringed upon by any person."
I would think the other natural resources (rare species, etc) should be left out. Hard to imagine a constitutional right to enjoying bald eagles or hellbenders..

This is exactly right. The EPA should police pollution however it's mission has grown far beyond that. Today through a mountain of regulation the EPA protects big chemical companies by creating barrier of entry to their business.
Cuts to the EPA should also include a reduction in the regulations they are expected to enforce.

I agree with this.. and I think the EPA should get back to focusing on air and water quality. Leave climate to NOAA and endangered species to USFWS. Permits can be handled by by the Corps and the states

Nashville sits in a bowl..if you drive down 440, between 40 and West End, you can see the whole city down in the bowl..it's early for the temp inversion, that's usually a Dog Day's phenomena.

ETA: I'll answer your question. To say one has the right pursue happiness is the same as saying one has the right to be happy. The two are synonymous "in my world." How are they not in yours?

There are all sorts of ways that an environment can be made unclean by nature. How do you guarantee rights that we don't have control over?
I'm always weary of people asking for new rights to be protected because people don't seem to understand the difference between a privilege and a right. Rights are universal because they have been endowed by God, not declared based on public opinion.
