Honestly, it sounds like:
A.) He was trying to assure the Philippines of our dedication to the region.
B.) Giving information that the only REAL naval power in that region, China, would likely already know. I cannot imagine that they don't ping the crap out of that area with sonar.
C.) Reminding the North Koreans that we don't have to fire anything from here. We could literally pop a sub off their coast and blow away any structure we choose without having to step foot in their craptastic country.
So, I doubt it was less a gaffe and more of a "Yo Kim, STFU. Mmkay?" moment.

First, he could give precise coordinates and full inventory of armaments for every sub in the fleet and there is nothing that any other country in the world could do about it. Second, if subs are underwater 1000m deep, there isn't another country in the world with the technology to verify if the subs are actually at the disclosed locations.

Our subs can disappear, totally and completely in that not even we would know there exact location at any given time. This is especially true if one is parked off the coast of North Korea and isn't responding to or sending out any radio messages.
And this brings me to another point. Who doesn't understand that Carrier groups include submarines?
Not to mention the obvious, this shite has been in the news for weeks.
