FBI already said Flynn broke no laws. This was reported by many outlets.

The Logan Act prohibits private citizens from conducting foreign policy. Speaking with another country's Ambassador regarding sanctions falls into this. Even if no promises were made. That being said, this kind of stuff does happen all the time with the transition of Administrations. But it is different when you are talking to a Japanese Ambassador instead of the Russian Ambassador.
