The lives of civilians should be ahead of those of servicemembers. But why are you under the impression that the bulk of our collections activities (some which were compromised) are focused on force protection measures for troops? They aren’t.

Whose lives were risked with Snowden exposing a CIA agency capable of the full monty of a vengeful POTUS and government directly spying on not only civilians but his political opponents? I just think they had to change their spying programs around a bit, no lives at risk in the battlefield,no?

They were busted using remote surveillance and control, as well as putting a Russian or any footprint to set anyone up for their political scope and narrative.

We have this document called the NIPF. It outlines the broad priorities of our intelligence activities. But without reading the NIPF it shouldn’t be hard for you to deduce that most efforts aren’t toward tactical protection of forces. Think Russia, China, Iran, DPRK, and transnational terrorism broadly. In addition to lesser priorities.

How would you define “surveilled?” Bunch or metadata being sucked up that would be set aside or discarded as useless the moment it became clear there was no nexus to foreign adversary activities?
