20 retail leaders wrote a letter asking for legislation to help limit crime in their stores

I mean, gotta give em credit, this was impossible to see coming not.
You can't tell me that they didn't see these problems coming down the pike, and then couldn't have influenced the policies throughout the states in preemptive measures to avoid their mounting losses. I think it was obviously capable of being seen prior to, and I think they did have the sway to influence policies, BUT there's no other explanation: they're all too dumb. I just had no idea how much smarter I was/am than these fancy CEOs. I'll be.

Is this a problem at all of their stores throughout the country? Why ask Congress? Shouldn’t they ask the leadership in the states and cities where they are having the problems?

Part of it is. They are tracking large active operations that commit retail theft on mass scales then sell those products online so now they want to regulate online marketplaces. In other words, they will kill eBay, Facebook marketplace, let go, etc instead of fixing their own security issues.
