I agree that it does. I also believe this statement is intended to serve as sufficient proof alone if the Syrian people are gassed again, regardless of whether or not there is objective proof that Assad did it. The people in our government want regime change in Syria and I think they'd do anything to get it.

No, I mean the individuals in the administration who believe that overthrowing the Syrian government is affordable, and desirable.
They, like their ilk in the Obama administration, have no understanding of the region, the people, or human nature apparently.
They live in some fantasy world were reality intrudes rarely, if at all.
Attacking Assad risks a fight with peer nuclear power. That fight, if it occurred, would end in nuclear annihilation. Syria, no matter how much anyone's heart bleeds, is not worth that risk.
The Russians have not responded to previous attacks, if we push far enough, they will be compelled to.
On a local level, weakening the Syrian government strengthens both Isis and the jihadists in western Syria. Those two forces pose a direct threat to Americans in a way that the Ba'ath have not, do not, and will not.
Finally, we have no evidence that the Syrian armed forces have or are using chemical weapons. We do have quite a bit of evidence that shows he rebels have and continue to use such munitions. And that includes home brewed sarin.
