Dead serious. Americas reaction to black progress has always been some form of the worst humanity has to offer. Quite frankly, stains to the greatest of western civilization. We can be our own worst enemy at times.

JFK and LBJs moves 100 years later were immediately followed by the southern stragety, Nixons start of the war on drugs on blacks (they admitted to it), and housing discrimination.
Obamas presidency is followed by ICE raids, Muslim bans, peel back of civil rights for LBGT, civil fortiteure, reemphasis on war on drugs, etc.
There are more to list but there is a pretty BLATANT trend.

Trump is only president for 8 years, does he want to open that box? Obama surely could have railed bush, bush could have done the same to Clinton; so on and so forth.
