That's exactly what we should do. Immediately cut a certain percentage across the board and then set a date in a year that if we haven't cut a certain amount of fat from the budget/deficit another across the board cutting automatically happens

Because you don't just skim the top off of a tumor, you cut the whole thing out. After that useless mass is gone you can go in and make repairs.

Most companies report to their respective state environmental agencies for permits and accidental releases. Eliminating the EPA may not change many of the environmental laws, but I think it is a bad idea from a CERCLA standpoint. It will also create problems for states that share watersheds and have other scenarios where their pollution can impact one another.
I'm fine with reducing the EPA though. In Texas, the TCEQ and Railroad Commission are famous for pushing back against new regulations. Broad sweeping environmental laws may not be the best way to handle every type of pollution, and many regulatory issues should be up to the states.

Do it. I would be all for it.
But why is 5-10% a magic number? What if some departments have 50% bloat? What if a department is completely unnecessary?
Do you recognize the potential that there may be unneeded federal departments?

How would your state's DEQ accomplish anything resembling environmental protection in state and upstream working alone? You think big business spends money in your state fighting the EPA now? Those same businesses would crush a small state agency who has enormous budgetary restraints as we speak.

Before the EPA there were rivers in NJ that had so many combustible chemicals in them they spontaneously caught fire.
And dont forget Bhopal and a million other examples of industry killing and maiming people.
