So what exactly did he do day 1 and when did it take effect and what was the effect. I provided sources for my statement that he did stuff but that most of it wasnt effective till later in term or wouldn't show results till then based on effective dates and paybacks of removal.

So balancing the budget and creating a surplus ruins the economy? You sure it was the fiscal irresponsibility of the bush administration? Especially since it was so deep in bushes term everything fell apart

W, as it turns out, was pretty useless. But he had enough sense to warn Congress about the coming shitstorm in 2005. They just weren’t listening.
