Any immigration ban that doesn't include Saudi Arabia seems disengenuous

If the basis is a fear of Islamic terrorism, a justified concern, then excluding the largest producer and funder of terrorism on Earth by an order of magnitude simply because they have lots of oil makes the whole thing ring hollow.
Until the GOP gets out of bed with fricking Saudis, nobody will take this seriously.

Agreed. It is unfortunate that our entangling 'alliance' with them precludes any sort of meaningful action against them.

Saudis make up a large portion of the foreign fighters in ISIS.
Ideologically, it is also the home to the Salafis.
