The satire was subtle when compared to what we generally know satire to be (Naked Gun, Airplane, etc). The action was over the top

No, the satire itself was very unsubtle. e.g. The ridiculously cartoonish police chief barging in on the beat cop. Yeah, we get it, the brass are incompetent. But wait...how incompetent are the brass? Why, they aren't NEARLY as incompetent as the 2 feds that are about to incompetently take over!
