If you have to do conditioning for a 9 year old to keep him from being tired from running up and down the court, he probably isn't too much of an athlete.
Truth, unless they are lazy and overweight kids that age will not get tired if they are doing something they want to do.
If he likes basketball, is having fun, and is in any kind of decent shape being tired will never even enter his mind while he is playing.

I see hours of kid's basketball every week. You'd be terribly surprised how many kids can't run up and down a court after 3-4 minutes of game time.
For the original question: 50 Mikan Drills a few times a week will help a lot. And that's 50 makes not throw it up there's.

Whenever he expresses the desire to be better than his peers

If you don't already have him on HGH, you have failed as a parent.

You could encourage him to run and jump more but I wouldn't put him through any actual conditioning drills. He's too young and it is very possible he will start to dislike sports because conditioning is not fun. When you're older you realize it's necessary but a 9 yr old doesn't.
Definitely don't let him lift weights, you could mess up his growth plates.
I would say you introduce conditioning and speed drills around 6-7th grade and weights when he is 12-13, only light weight high rep for awhile until he has the form and a little muscle mass.
And then it's got to be his drive that gets him to do it, you can push him and encourage him to prepare, but he's also got to understand and want it

If he doesn't already look like this you may as well just quit now.

Dude he's 9. Teach him fundamentals and ball handling but don't burn him out.

Then "conditioning" shouldn't even be on your mind at 9 years old. Show your kid how to shoot with good form and let him do his thing. If you want more structure than that, then sign him up with a local camp (most start at 7-8ish). Especially if you have a major college nearby that offers one where the experience of meeting players will go a lot further than you having him run suicides at age 9.

The only drills/things he should be working on right now is on his handles. Other than that, let him just play ball.

12 is a good age. that is the first time i remember running suicides or anything.
If your kid is overweight tho, id start earlier.

define " conditioning"
my dad had me doing cone drills at 7. I could dribble with my left hand just as well as my right by the time I was 8. To me that's no different than doing batting practice iwth a kid in ltitle league baseball
IF you mean conditioning like, suicides lol or down and backs and shite like that, 7th grade is a good age
