What's the story with this guy? He stands in the Walmart parking lot and plays all night, every night.

Someone stopped to tip him yesterday and decided to chat it up with him. Problem was they forgot they had 3 cars behind them and was blocking the other lane so they couldn't pass by and no one could turn right there.
