Black line across Plasma

I am looking at buying this TV off craigslist for $200 but wanted to see if anyone knows what this problem could be. There is a black horizontal line going across the bottom. See picture below...

It will keep getting worse and thicker, then the tv will randomly shut off. I had the same one and sold it for $75

This explains a vertical black line. I believe a Vertical black line points to something different than a horizontal.

From my research, a horizontal line is a lot easier to fix than a vertical. The panel is bad a lot of times with a vertical line, but you can usually change parts for the horizontal line to fix it.

A shop looked at my tv and said it was the panel. It was replaced with a much more expensive led Samsung due to the repair cost.
