Nobody takes him seriously when he does shite like this. He mostly does it to show the citizens of Russia that they're still relevant (which they're not). It's a big reason why he started the mess in Ukraine.

Russia has been aggressively flying Bears around for decades, this is not a particularly unique event. Those bombers are loud as shite because they use counter-rotating turbojets. They are a relic from the cold war, sort of similar to our B-52s.

They're actually turbo-props.
But you're right, they're as old as the B-52. Updated for sure with electronic countermeasures but still would be helpless against modern fighters.

There's a more recent FL called Putin's Russia or something. Also very enlightening. I had no memory of the Moscow apartment bombings or the conspiracy that the government did it.
