Good luck finding them. I tried to rent a midget a few years ago in Atlanta to handcuff to my friend while we bar hopped in Athens. No one ever responded to my CL ad.

My brother rented two for their Mardi Gras float two years back - craigslist. It was more than 30/hr though I believe.
