Why didn't Pittsburgh just deactivate Blount?

It pisses me off that he got rewarded for being a little bitch. He was dumb to leave the Patriots and should have had to live with that shitty decision for at least the rest of this year.

You could see this coming from a mile away. Everybody should have known the Pats were going to make a run for him with their RB situation.
I don't know why somebody just didn't make a waiver claim on him. Worse players have been claimed. It wasn't like playoff caliber teams didn't need him. Arizona comes to mind. Detroit's RBs were average and injury-prone. Denver had one healthy halfback in November and December. And good God, look at Indy. They'll trade a first for Richardson but won't claim this guy?
