Are "skinny ties" becoming fashionable again? I'm talking about otherwise regular looking neck ties that are only 2.5 inches wide at the widest point.

Never really went out in my opinion. Hipsters tried to ruin it for the regular guy, but you can never let hipsters ruin shite.
Same goes for knit ties, bow ties, tie bars IMO IMHO. I never really quit wearing any. Didn't rock them daily but it did break up the mundane.
Screw what other people "think" for the most part. They are usually the ones most lost.

I ordered some inexpensive ties from a website that I've used before. I was surprised to see how skinny a 2.5 inch wide tie is. I guess I just thought it was going to be a "normal lookking" tie. They look okay to me, but I've seen the trend fluctuate from real wide ties to thin and back again.

You mean put effort. What is your beef? Skinny ties are one step out of the fifties and look ridiculous. No brown shoes with a blue suit is fashion faux pas in the business world. Black shoes only.
