Why are those expected wait times for the next available agent not accurate?

Your expected wait time is 3 minutes.

Meanwhile, 15 minutes later..

Sure, they offer a call-back option, but there isn't a guarantee I can take the call when they decide to call me back.

I've seen the opposite, where they give you a longer estimated time than the actual wait time. Granted, I do everything I can not to call, but sometimes you just have to.

It was an eBay purchase on Saturday.

Immediately after payment through PayPal, I received an email from the guy asking for payment via a check or money order.

frick that guy. I'm on hold trying to get eBay to reverse the paypal transaction. I'm not gonna wait for the guy to refund it because I doubt he ever does it.

A second email (this is all through ebay's message so they have the messages on file) said it would take 21 days for him to get his funds from PayPal, which I know is bullshite.

Not bullshite if you're considered a new seller on eBay. Paypal will hold a seller's funds for up to 21 days to ensure the buyer receives the goods and is satisfied with the purchase. However, he did violate eBay's policy when he asked you to send a check or money order.

Generally PayPal will release the funds 3 days after the item is delivered if the seller uploads the tracking number (or they may have to use the shipping label service on Paypal).

I can only speak to Shoretel, but the system calculates hold times based on average call time over a certain number of days (I think a week?). So if the people in front of you decide to be the outlier at 10-15 minutes, instead of the 5 minute average, you're fricked.

We actually removed that function b/c it would cause people to hang up based on the estimations.

Got a message from the guy saying he was busy today and would refund it tonight.

A refund from PayPal would take all of 1 min: login, click refund, and it's done. It isn't like he has to withdraw any funds from his own account. The payment should be sitting there.

...and here we are, nearly 10pm his time, and nothing. I'm glad ebay let me file a dispute this quickly. Worst case is eBay refunds me in a few days and goes after him.
