Since Leach was hired in 2011 these are their recruiting rankings (per Scout)...
2011: WSU - 57 UH - 72
2012: WSU - 50 UH - 57
2013: WSU - 45 UH - 62
2014: WSU - 58 UH - 86
WSU average - 52.5
UH average - 69.3
Now compared to the other teams in their conference, I'm sure UH does a lot better than WSU, but head to head WSU consistently brings in more talent.

Just doing a quick glance, slightly better. I looked at the previous 4-5 years and they were mostly ranked in the mid 40s except for 1 bad year.
