To press charges against a customer who wanted a price match? Yes it would. Now if they are behind the entire scam then that's different. Retail stores rarely press charges for a reason.

Same reason they never prosecute people that actually try to steal, no need for the publicity over negative things. I don't doubt that 99% of people know it's not a correct price but just don't honor it. If your employee honors it then address that internally.

My point is they want to avoid negative attention. I saw people get away with stealing thousands for this reason. I don't think a $400 ps4 will be treated more harsh.

They may determine the scope isn't broad enough to seek prosecution, but it won't be based on it bringing negative pr. You still havent explained how le prosecuting these thieves brings bad pr.

They may prosecute the low-hanging fruit, but the problem is whether the time is worth it. They cannot prove that random Joe Customer had any mal intent. Common sense dictates that of course Joe Consumer knew better, but Wal-Mart has a price-match policy. Joe consumer asked Wal-Mart to honor it. They did. If they cherry pick a few, the bad PR comes from people asking why Wal-Mart singled people out and whether they can prove these particular customers weren't just naively taking advantage of a "pre black friday deal" or something. Plausible deniability.
The person most likely to actually get in real trouble would be the person who created the PS4 listing if it can be proven that he created it and used it to get the PS4 at a discount, AND he did not sell a PS4 for that price nor did he have a PS4 to sell prior to taking advantage of his own listing. That would be fraud.
As a result, Wal-Mart will need to revise their policy. But the problem is, they can't just say "only sold-by-amazon products are eligible," because the bigger problem is being able to verify the price. If all you have to do is print out the Amazon page, that opens up a can of worms. I can change the price of something in seconds simply by editing the source code of any Amazon page:

Yes. LE, not Walmart. While Walmart does just about everything, they aren't authorized to prosecute crimes. That is the State.

And then LE can investigate to see if they have probable cause. It is still on LE to make the decisions and prove the crime. A quick review of Internet browsing would probably be enough to prove intent for most of these.
