Sitting a defense when you're ahead going into MNF

Does your league allow this?
Our league made a rule in our constitution that says If you don't start a full roster and are capable of doing so without the aid of free agency, then you face a penalty.
The rule was implemented to prevent collusion, and to make people make damn sure they check the lineup and field a team each week (To ensure people are taking the league seriously).
But subsequently, the rule technically prevents us from sitting a defense even if you're ahead. A guy is up by 5 with Carolina's D. Not saying it would happen but they've scored -6 and -8 this season.
It's my opinion this should be an exception to the rule.
What do your leagues do?

its allowed, i mean its my team and i can do what i want. I mean its like taking a knee, they dont make teams pass the ball when up a td and 1min left. Take a knee man!

The more important question is, why does he have the Carolina defense?

that better be allowed. should i be forced to drop one of my handcuffs so i can fill a defense or kicker position that's on a bye? frick that. if i want the 0 because of 6 teams on a bye then that's my right.

How exactly is the rule worded in the bylaws?

It should be allowed but if your bylaws say it's not, then you should follow that.
