The Caliphate is much more than a figure head. There hasn't been a Caliphate since the Ottoman Empire fell about a hundred years ago. To many of the true believers, the Caliphate represents prophecy. As with many religious beliefs founded when man still thought the earth was flat (Judaism, Christianity, Islam), "it is written"
