How do you address a cover letter?

If you do not know the name of the person receiving it. Is "Dear Hiring Manager," professional enough?

If you decide to do use "To Whom It May Concern" make sure you capitalize each word.

This. That's reserved for a complaint letter to a large business or something of the like.

Call the business and ask the receptionist/operator at the business the name of the person to whom you should address a job inquiry.
