If you do not know the name of the person receiving it. Is "Dear Hiring Manager," professional enough?

TIA

If you decide to do use "To Whom It May Concern" make sure you capitalize each word.

This is the way not to get a job. You look like a fricktard with "to whom it may concern"

This. That's reserved for a complaint letter to a large business or something of the like.

Or you could just open with a deez nutz joke. It's your call

Call the business and ask the receptionist/operator at the business the name of the person to whom you should address a job inquiry.
