The same would be the case here, one way or another, if the shooting was on video. It wasn't, ergo, long investigative period.
What is the average time it takes grand juries to rule in cases like that?

Right, but Brown was, and he had no reason to know whether or not the cop knew what he had just done. He may have believed he was about to be arrested.
And the "eyewitnesses" have sharply varying stories as to what they "saw." Also, the OP article doesn't mention Brown's blood in the police cruiser. Nice omission.
