Downtown Seafood or Fresh Junkie are the two I would go for. They're not fancy, but they're good and pretty inexpensive.
Isn't there a Dearman's in the new courthouse? Thought I remember hearing they would go in there. I don't work downtown anymore, so I haven't checked it out.

There was, it was shite, and it closed. The cafe area in the courthouse is currently vacant.
