Can two normal adults not have a midget baby? Serious question. It has to be recessive right?

I think you meant to ask if two normal adults can have a midget baby. The answer is yes. Most cases of achondroplasia (most common form of dwarfism) are from spontaneous mutations. But yeah, the gene is autosomal dominant so that dwarf baby has a 50% chance of passing it on to their children.
