Excel is default for .csv, yet won't open .

I downloaded a .csv file, but when I double-click on it, I get this:
I try to associate .csv to Excel by going here and use the Browse button:
Problem is, I can't find Excel in Program Files. It's well hidden. How do I find it? I tried a search for "Excel" in the Program Files folder.
I checked Excel properties and see this (.csv is checked):

Office might default to your AppData folder within your user profile, I think. It's probably a hidden folder by default. So it'll be C:\Users\your_username\AppData\Local (I think)\Microsoft\Office
might not be in the Local folder.
You could also pull up your start menu and type excel into the search bar, right click and then open file location to verify the location.

Save the file to your PC. Open Excel. Then open the file through file>open using Excel itself.
You have to go deep into the settings to fix that...and I forget how I fixed a similar problem. But using Excel itself to open the CSV should fix your problem as a temporary workaround.

Just remember to click "Okay" 7 times when saving your csv.
