They're not even really rated - nobody knows about them. They could be the salvation for mainstream radio rock but not going to happen.

Jules Shear - Had a really good rock/pop band in the late 70's called Jules and the Polar Bears. Banged Aimee Mann. Creator and original host of MTV Unplugged.

Todd Rundgren up until about 1980-81.

I'd say Anders Osbourne would still be considered underrated. He talented but I guess just not unique enough
