Download Themer App, it's called Honeycomb UI under SciFi.
As for the other stuff it's from Theme Chooser built into ROMs, using an orange for fall UI skin from it.

I actually prefer the windows home screen. I'm moving back to the iPhone, but I'll miss my tiles.
