I guess because ghosts don't have genetalia and, thus, nothing "shameful" to cover.

I always heard that ghosts appear when they have a strong energy or memory from a specific place. Which is why a lot of hotels are haunted. I assume they would be wearing whatever they had a strong connection with as well.
