I like to stare at them and a lot of times their gaze fixes on me right after and they know they are busted. Pretty funny to see them go from the check out face to the caught stealing face haha I usually don't mind.
The only time I got pissed was in China when a mob of construction workers literally shut down the job site to stare at my wife while we waited for the tour bus. Literally 40 dudes eyeballing her and saying God knows what only 15 feet away.

I'm with you on this. Annoyance comes from the perp continuing to stare, once busted.
