They are, but he was a disaster against Dallas last week as well.
OLine is too good and there are too many weapons on offense for them to be so bad on that side of the ball.

Jake Locker has never been a good quarterback. Not in college, not in the NFL.
He's got all the tools and potential in the world though.
Occasionally he'll have a nice game based on those physical gifts, but he just isn't a consistent quality QB.
