No, its not perplexing. The majority of the people in those states are not getting handouts. They vote red, because everyday they see tons people(no pun intended) getting free shite for nothing.

Id say those states are very mixed with people who get them and don't. You have lots of poor people who get those hand outs but still vote republican.

some are due to trashy populations (LA, MS, AL, WV, TN, Maine)
some (SD, Montana) are almost assuredly due to the federal government owning so much fricking land in those states

I also noticed Iowa gets a free pass on ethanol [strike]subsidies[strike] mandates. Billions in forced private-sector transfers but the government isn't the middleman so it apparently doesn't count.
