I'm looking for a Windows based script/tool to check throughput from pc to ?

Objective: Run a vbs/bat/standalone tool on a PC and point to any other IP on the network to check throughput speed.
Anyone have suggestions?
Not looking for a network monitoring tool. This is PC to whatever to check what actual speed it's getting at that moment in time.

I may be misinterpreting what you're looking for, but would LAN Speed Test fit the requirements? It measures file transfer speed from client to [insert folder or server IP]. It functions like a benchmark tool, though, by building its own file and transferring in both directions. It does give a good idea of real-world throughput, though.
