Someone broke into my mom's car last night

Car was sitting under the carport. They broke the window, rifled through her CDs, and the only thing they took was her parking pass. She had a brand new TV sitting in the back, but they left it. Parents weren't even at the house.
Wtf kind of stupid robbers steal a parking pass for a garage downtown? Should she check the nearby pawn shops for her passes?
My main question concerns their surveillance system. Cameras should've picked up everything. When I go to play back the recording, it just shows time stamps, and no picture. You can see the cameras when you watch them on the TV, but the video won't show up on playback.
Is there anywhere around New Orleans that she should take it to get the video, or at least get the DVR box working? It records time stamps for sure, but I don't know if it is having trouble recording the video or just playing back the video

People who break into cars are mostly crackheads. 2 of my friend's cars were broken into and all they took both times were the change in the middle console. Other items in the cars included golf clubs and nice sunglasses. Still all they took was the change. Just looking for money to buy crack.

Metairie on the lakefront off of Transcontinental. Pass is for FB&T downtown.
I am not there, but will check the brand later. I'd guess it is 10 years old. I went completely through the menu because I have done it before, but I couldn't get the actual video to come up. Are you thinking that it should go to a CCTV company to get fixed, or a general electronic store?
We are thinking it was just stupid little kids, and if so, they'd probably be from around the neighborhood. She is gonna call the neighbors tomorrow and get them all to check their cameras
