Dear Saltwater Angler: On behalf of the Louisiana Department of Wildlife and Fisheries, I invite you to participate in a survey of anglers who fished off the Louisiana coast. As the agency that oversees the state's fisheries, we would like to know the views of our angling public so we can better represent you at upcoming Gulf Council meetings. The survey includes two questions about "sector separation", that is, the proposal to divide the red snapper recreational fishing sector into a charter boat sector and a private angler sector

Can someone tell me what the correct answer is here? I have no clue how a divided recreational sector affects me

No sector separation should be your vote. The charter fishing fleet which is essentially 3 to 4% of the entire daily fishing fleet would be given a generous bonus by significantly lowering the recreational fishing sector. Right now its 49% Charter/Private boats vs. 51% Commercial. Private boats would have their allocation significantly reduced in favor of charter fisherman who have their reef permits. It will also allow the corporate commercial sector to purchase the Charter reef fishing permits putting more charter guides out of business because the corporate owned commercial boats would accumulate the permits and increase their overall percentage.
The recreational sector allocation would be lowered from 49% to between 18 and 22.5% of the red snapper fishery.
Basically the charter sector would be another way for the them to sell their catch (although you as a private citizen caught the fish) on a individual fish basis. So they lower the number of days again and number of fish the recreational sector can fish for red snapper but increase the charter sector.
Essentially the recreational fisherman will get f*cked on this regardless the way the study was written.

fill these surveys out when they send them to you.
They really do use them and they do help influence their opinions/presentations.
It gives them good data.
ETA: Same thing for the LA CREEL surveys they send out too

It is very critical that you fill out these surveys because just like someone said above the state and federal regulators do read these comments and govern accordingly.

Is this a new thing?
My family was in the gulf fin-fish business for 20+ years (shut down 5 years ago) and I never seen or heard of any corporate red snapper boats in Louisiana.
