Is trashiness a cycle?

After stepping out of the mobile home that i rent for $100 month from my roomate. I looked across the street and seen some mom & dad smoking cigs on the porch and yelling at their kids to calm the hell down.
So I was curious if this analogy holds true:
"You can take a boy out of the trailer park, however you can't take the the trailer park out of a man."
Thoughts?
