It's 9:30and my wife thinks it's too early. I just want to get out there so I can listen to some podcasts while I use the leaf blower. And during the summer is cutoff later because of later sunset?

You're good to go
Plenty late enough

Pre 8-am is trashy. After 8pm is trashy. For god sakes if you use a push mower...

Begin 8:00, end when it is too dark to see without any artificial lighting.

8 am on weekends (people are resting)
Sunrise on weekdays (no early limit) (people are going to work)
eta: cutoff times wtf? You can cut your grass at midnight in Louisiana if you want to because it's so freaking hot.

Any one cutting grass before 7:00, deserves an arse kicking.

I cut my grass no later than 7 am Saturdays. I don't live in a cookie cutter neighborhood, though. Own the lots on three sides of me and across the street lives a retired couple who are up at the crack of dawn.

I think 9:00 or 9:30 a.m. on a Saturday is okay, perhaps a little later on Sunday.
But, hey dude, maybe get an idea from your neighbors - if they're all late risers, perhaps be a good neighbor and give them to 10:00 - or maybe you have a guy/gal who is on shift work and would really appreciate it if you give him later on a Saturday or something.
And maybe they're all old people, don't have a different weekday/weekend schedule and don't care if you're cutting grass at dawn.
Communication solves so many problems - people can't imagine it.

the other day the dog wanted to go out at 6am. My alarm is set for 6:30.
I go outside and the neighbor is cutting the grass.
I ask why so early?
He says because it's cool
IMo that is a dick move, I know a lot of people in the area work different shifts.
A lawnmower can't wake me up, but I'm sure half the block wanted his head.

If my yard guy can see well enough to cut it I have him cut it.
You don't think an OT'er is doing the yard himself do you?

6:30 am is acceptable. My neighbor is known to cut at 11:00 pm with a headlight.

9:00 AM on weekends IMO.
BTW, I'm with you on Podcasts. I don't know how I did yard work before podcasts.

For the OT it's whenever the yard guy gets there.
