15 teams eligible for 12 additional draft picks. Seems like maybe it needs a bit of an overhaul if the three teams that failed to win a pick were the Pirates, Rays, and Royals.

Its just there to give extra draft picks to the smaller TV market teams since presumably they need to build through the draft more since they don't have the financial resources to buy an all-star team.
